Pokemon games were never released for the PC.
You need an emulator or buy a Game Boy Advance (or DS Lite) and a genuine cartridge.
Do not use need an emulator if you want to play on the PC. Try it with Visual Boy Advance. It's a pretty good job and the game can be accelerated.
